Upgrade dependencies #9

Upgrade to fp-ts@2.0, io-ts@2.0, io-ts-types@0.5, monocle-ts@2.0, newtype-ts@0.3 and set them as peer dependencies.

Upgrade to typescript@4.2.

Upgrade to tslint@6, prettier@2
