I move a big nested group outside its parent by folding everything, then moving the group to later 1, that did it! Then moved it out at to the top layer (it needs to seen) all inside Navigator!
But the controls of the previous group disappeared from the panel… but they were still on screen. I held my breath, saved the stack, chose "Top Stack" again and the list updated to exactly what I wanted!
