Make login limit exceeded message appear after the last acceptable attempt

For example, if the limit is set to 3 the message appears on the 4rth attempt which may confuse the user if they entered their correct credentials on that attempt. Message showing that the account is temporarily locked should show immediately following the 3rd attempt
