DO NOT MERGE YET

This is a work in progress to suggest a change in structure and angle of the proposition.

The recommendation is still the same for now but the focus is on outcomes rather than popular opinion or cost savings.

First commit actually add line return so that we can more easily track changes.

The others are the suggestions.
