As a developer that's downloaded a package from GCentral, I need that package version to always be available so i can refer to the package as a dependency vs including the package as a distribution.

As a developer that's downloaded a package from GCentral, I need that package version to always be available so i can refer to the package as a dependency vs including the package as a distribution. #12

As I rely on code I find on GCentral, I need it to always be available so that as I share code with co workers or create my own packages, I don't need to include the packages (vs refer to the packages) I rely on in the distribution.
