Fails to open multiple ids in new tabs - only opens initial id multiple times &/or brings up download screen

*Steps to produce the problem:
1. Toggle ids on.
2. Require 'Enter' after ids.
3. With Alt as the new tab modifier, opens the Firefox download dialog.
Does not open a new tab.  
4. With Ctrl as the new tab modifier, opens multiple instances of the same
id. For example:
a. I want to open ID 71, 72, and 73, each in a new tab.
b. Opens instead ID 71 in three tabs. This happens whether I press Ctrl+71,
Ctrl+72, Ctrl+73, or if I hold Ctrl and press 71, 72, and 73 in succession.

*Expected Output
New tabs for each link

*What do you see instead?
Either the download dialog, or multiple versions of the same link.
