Allow different character sets #93

What steps will reproduce the problem?
1. Tried to enter "text/plain; charset=ISO-8859-1
2. Tried to enter a header for content-type

What is the expected output? What do you see instead?
Data sent using ISO-8859-1 instead of UTF-8

What version of the product are you using? On what operating system?
not sure?  3.1?
Windows xp

Please provide any additional information below.
Hi, I would like the ability to switch character sets so that I can test my 
application with either UTF-8 or ISO-8859-1
