Add controls to "new" sync-UI #7

For Firefox 29.0 
[https://support.mozilla.org/en-US/kb/how-to-update-to-the-new-firefox-sync 
'New Sync'], the controls for `stylishsync` aren't added to the options dialog 
anymore.

This also affects [https://code.google.com/p/reqpolsync `reqpolsync`], as it 
shares the `syncutils.jsm` module.
