URL_list.xml isn't written. #474

What steps will reproduce the problem?
1. In Start menu, click on "Add URL" option and fill the URL name and address.

What is the expected output? What do you see instead?
Again, I never experienced the correct output, but I assume the program to 
record the URL and show it in the URL list menu. Instead, it will pop a message 
telling that the the data cannot be written in the route of the file 
URL_List.xml.

What version of the product are you using? On what operating system?
R212 on Wii 4.2E fully patched with common cIOS and HBC 1.0.8.

Please provide any additional information below.

Setup your paths in the settings to existing paths and it will work.
