Modularize chat system integration #1

The bot should be usable with a choice of chat systems. As a first step, refactor the current integration with the StackOverflow chat system to be modular.

This is not yet started. This issue is about modularizing the way RebolBot connects to specific chat systems so that additional or other ones can be used.
