[wish] Create command to post Rebol/Red one-liners (or short) when chat activity is low #2

When nothing has been said for a while (settable), post Rebol/Red snippets of code with a short explanation. The intent is to show lurkers and newbies interesting code as well as to generate some relevant/useful activity in the chat room.

But if there are no lurkers or newbies there ... we just fill the room with noise

We can decide how much of our own spam is too much. Having some interesting Rebol code to look at when someone drops in could be interesting. We don't need to overdo it.
