There is currently a lack of non-dragon significant encounters in worldgen. AW2 has its bandit/pirate forts, but they are all basic AW2 NPCs, even the boss (who is only separated from the others by gear, not any other stats).
In addition, we would also like RecComplex and Lost Cities structures to sometimes produce high-stat enemies of various types (both vanilla and modded)
Possible options:
explore using Twilight Forest spawners directly
investigate what AW2 uses for its data-driven NPC spawning in worldgen structures
try to make a mod that can do this in a useful fashion
