Upgrade GitHub Actions versions #3150

Describe the enhancement you'd like GitHub is warning that Actions using Node.js 16 are now deprecated. These should be upgraded.

softprops/action-gh-release also needs updating to Node 20, but it looks as though it might be unmaintained. This action may fail to run from later this year (if GitHub remove support). In this case it will need to be replaced or ideally switched to a maintained fork. tkt-actions/add-issue-links also needs a similar update.
