Javadoc release file copy problem #3178

Describe the bug For the Gaffer 2.2.0 release, the Javadoc release to the gh-pages branch failed with a problem related to copying files into the release directory.

Stack trace and errors

mv: cannot move 'target/site/apidocs/legal' to './legal': Directory not empty

Additional context The Javadoc release for 2.2.0 will need to be committed manually.
