It seems that some of the django tests failed in Travis, could you look into why? (btw, hit the bed earlier haha. This PR was opened at 1am today) @jkcny

Possibly adjust the filter to... Query for latest form submitted and verified

This way, we can save historical data and force system to only accept recently approved business status. But will need to discuss with team.
