User story As user, I want to have a Profile section, so that I can see my details and set my preferences

Acceptance criteria

[x] User can see their profile details
[x] User can list Civil Service Title(s) they currently hold and/or they are Interested in
[x] Create Model to save user preferences saved in the Database

Definition of Done

[x] Passed Unit Test
[x] Passed Code Review
[x] Successfully deployed to Staging and Validate as working
[x] Successfully deployed to Production and Validate as working
