GPS Pi get speed #550

User story As user, I want to be able to be able to retrieve speed estimates from the GPSPi so that I can estimate the speed of my vehicle.

Acceptance criteria harware/gpsPi/gps_reader.py should be modified to:

read the "knots" estimate from the appropriate NMEA sentence
convert the value from knots to mph (multiply the speed value by 1.151)
return the mph estimate from a function get_speed_mph()

hardware/main.py should be modified to:

call GPSPi.get_speed_mph()
send speed estimates when the HARDWARE_TYPE env variable is set to gpsPi
