Provide deeplinks for patchsets on issues page.

The codereview integration on the Python bug tracker links uploaded patchsets 
to review issues. If multiple versions of a patch are uploaded the 
corresponding link points to the review issue which opens the last patchset by 
default.

We can add an anchor that references a specific patchset similar to the anchors 
pointing to messages on the same page.
