Consider providing an option to do a Rietveld review without trax tickets #376

When I create Rietveld reviews it automatically creates trax tickets. These 
don't help my project, as we only use trax to track customer interactions. This 
forces us to bulk delete many unuseful trax tickets periodically.

It would be nice if there were a way to disable trax ticket creation associated 
with Rietveld code reviews.

I'm not aware of any code in Rietveld that interacts with trax.  Please contact 
me off-line.
