Issue owners should be able to delete comments to deal with spam. #386

There is no obvious way to delete bad comments (spam, etc).  The issue owner 
should be able to delete them.

Should we just to mark them as spam and don't show like on YouTube?

That sounds like a fine idea. OTOH a feature of this tracker might be even 
better: admins can mark a comment as deleted, which is reversible, or delete 
them permanently.
