The 'plus' next to a comment should stay beneath mouse cursor to allow for multiple clicks #407

What steps will reproduce the problem?
1.  Click on a line of code during a review to reveal a comment window.
2.  Click the 'plus' on the bottom rhs of the comment window

What is the expected output? What do you see instead?

I expect that when I click the plus button, it doesn't move.  Instead, it jumps 
down to the bottom of the box, and I have to retarget to make the box bigger.  
The easiest solution might be just to put the plus at the top of the box.  
Alternatively, one might scroll the window to leave the button in place.

What browser are you using?  What version? On what operating system?
Chrome 24 beta/Linux

At what URL are you accessing Rietveld?  (e.g. codereview.appspot.com)
