Consider a floating toolbar as replacement for existing toolbar #332

I understand with 3.0 the Toolbar is being removed.

I would like to suggest a floating toolbar that is not attached to the main 
window so we can maintain the toolbar functionality.

This is one idea I've been considering, yes. It will have to wait until after 
3.0, however.
