Code review request - Merging fleets launched on same turn #126

Purpose of code changes on this branch:
Merge all fleets launched on each turn if they are from the same planet and 
heading to the same planet. Additionally, if any fleets are of size 0, ignore 
them.

After the review, I'll merge this branch into:
/trunk
