Run freshly submitted bots ONCE early to alert the coder as soon as possible if it crashes/hangs etc

Steps to reproduce problem:

1. Submit a new bot.
2. Wait for hours until it gets run once and crashes/hangs.
3. Realize it will crash/hang for all subsequent runs.
4. Goto step 1.

As suggested in the tutorial, I and hundreds of others submitted the sample 
code to check we could upload etc. You should allow the users to withdraw their 
code from the competition - saving computing power and when they submit a bot 
the first run should be scheduled early to provide quick feedback.

If/when the patch for issue 68 is committed bots with no games will be chosen 
to play first.
