Placemark balloons for placemarks at a relativeToGround altitude show in an incorrect location in Maps/Earth Integration Mode #85

What steps will reproduce the problem?
1. Create a Maps/Earth integration mashup
2. Using map.getEarthInstance create a placemark directly on the Earth
using ge.createPlacemark and give it some name using placemark.setName
3. Give the added placemark a positive altitude and an altitude mode of
ge.RELATIVE_TO_GROUND
4. Click the placemark to see its balloon
5. Observe balloon shows up in an incorrect location

What is the expected output or behavior? What do you see instead?
Balloon should show up at the tip of the placemark pin. The balloon instead
shows at a random location.

Which plugin version are you using?
4.3.9684.6498

Which browsers and operating systems are affected?
Windows XP, IE+FF

Please provide any additional information (code snippets/links) below.
