So, it turns out the plugin is not working on Windows 64bit. I did the development using a VM that was 32bit (On my Mac).
@enriquein is helping out to fix this. He already has something working on his fork. We should publish an updated version pretty soon. Fingers crossed!

Just merged a fix that might fix this issue. Please give it another try and let me know if it works.
so, now it's okay for that point : first i click ctl+shit+r, it comes on firefox second type of ctrl+shift+r, it update the page wich is already open on firefox...
is that what it has to do?

What should happen is:
Try not to change focus or hit other keys before the auto reload happens.
Also, to answer your two original questions:
have i got to have only one tab on my browser?
how can i make open a new window, or directly open the browser?
You can have as many tabs open as you want, the plugin will blindly reload the active tab.
This plugin will not open new windows, it will just activate your currently open browser. Another caveat to keep in mind is that at least on Windows, the API will not restore minimized windows. Make sure your browser isn't minimized before hitting the key combination in SublimeText.
And to elaborate on another point you hit:

Ctrl+Shift+R also happens to be the reload key on Firefox, so that's why you're reloading the page when you hit the key combination once Firefox has been activated. You shouldn't need to hit the key combination again after Firefox activates, the plugin should be doing this for you by now.

- One second later Firefox will auto reload itself.

hi!! i'm trying to make your package work, windows7, sulbime text 2 portable version, but when i do my ctrl+shift+r, nothing happens
