add packaging for ubuntu touch #262

this allows to build GCompris for Ubuntu Touch OS

As a readme in platform/ubuntutouch ?

yes, for example like in the ios folder: https://invent.kde.org/education/gcompris/-/blob/master/platforms/ios/README no need to be too exhaustive but at least the basic commands to create the package

For my information, how does it go to the Ubuntu Store? I would like to make some advertisement on this version in the mailing list, but would need to wait it to be available before :).
