Update LHCbGenericIP #56

Change IP smearing from micrometers to millimeters. New changes in particles.dat make distances in millimeters. This change is therefore made to have consistency.

Please can you also update beam.dat and line 80 of RapidExternalEvtGen as part of this MR?
