A second take at the room server. This includes additional features, namely participant counts for rooms from lobby (courtesy of lobby server), and timeouts when a room has no participants.
Things this PR does not address:
Holding state of session in room
Avoiding the database layer whatsoever
Centralizing state of present player to a piece of room server state rather than the source of truth being Presence (though this PR does set :present_users room server state, it is not actually used yet, and will need to be tuned.)
