Personal repos get everything right away, groups / organizations need to create a merge request be added to the list of open source projects on gitlab at https://gitlab.com/gitlab-com/marketing/community-relations/opensource-program/gitlab-oss

long story short: works quite well using the 'CI/CD for external repo' option.
