The "Modified for Aurora" line is absent from the CSS file #228

The JavaScript file has a line that state, "Modified to implement the Government of Canada's Aurora Design System". This line is absent from the CSS file, but seems like it should be included so the file isn't confused with the default Bootstrap file.
