Group owners unable to change ownership of group on GCcollab. #356

When a group owner tries to change ownership in GCcollab by selecting an in-group member and clicking save, the ownership does not actually transfer. The original owner remains the owner.

@Troy-Lawson Needs to be assigned for the current sprint if there is no sprint planning next week.
