Outgoing emails (invitations) not being sent #367

I've tested this in various groups and had users report this. I can confirm that outgoing emails are not sent to both GC and external emails. This includes invitations so far.

I have received a password reset.

Users can still register (whitelisted) just doesn't send an actual email invitation
