Preview button goes straight to Tag and Create to Publish - Preview feature not working #1409

As a user, when I go to create a post (blog specifically in this example), the Preview button takes me directly to the 'Tag and Create' window, and I only have the option to click 'Cancel' or 'Publish'.

The preview button is ideal for users' to proofread and preview their post, and would like to keep this feature intact. However, if preview has been disabled from GCconnex, the button should be removed

Please confirm. This might still not publish the content, but we should fix the button if that is the case. A possible fix might be to change the 'Publish' button to 'Save & Preview'.
