Content tags should be filterable by group #1469

As a user, content tags should be filterable by group. When I click on a tag I'm brought to a general search result for that keyword. This brings up every result with that word in it, not specific to any particular group.

As a user, I need to be able to filter my results to get discussions/files/whatever I'm searching for.

The tagging feature should be distinct from just doing a search in the search bar. Tags should be filterable and I should be able to customize my view of related tags within a specific group.

Removed bug label as this is a new feature. Suggest that this be postponed for DW.
