Formatting on Edit Source page (overlap and icons missing) #109

As a user editing a page, under Edit Source there is a formatting problem that makes it difficult for users to edit their page. The underline and strikeout icons are missing and there is wiki editor text that overlaps the toolbar. image https://gccollab.gctools-outilsgc.ca/helpdesk/tickets/4271

I've seen this happen a couple times but it fixed itself when I refreshed the page, seems that sometimes an icon or two don't load properly.

It does fix itself if I refresh the page, but when users are trying to Edit Source, this is their first view: image
