A splash page is required for the GCcollab Wiki to allow users to choose there official language of choice. This is part of the requirements of the Directive on Official Languages for Communications and Services https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=26164&section=html (see section 6.6.3.1).
