Is there a windows support yet?

Unfortunately not. Windows support requires either a libvterm port, or eliminating the vterm dependency by implementing a Julia REPL in Elisp. The latter is the best way forward, and is not particularly hard, but it is a fairly large undertaking for which I currently do not have time.
