My previous two PRs had a logic conflict that was causing us to not read from the cache correctly.

Coverage remained the same at 70.085% when pulling 64772775e6a673a5e869c683ced641c6978c982c on swac:ab/fixcachemiss into d2a49ddf0c1585f75a8e9f08170ae64531e4e035 on gdborton:master.
