Support for PGM image format #229

What steps will reproduce the problem?
1. Open the attached PGM file.

What is the expected output?
The image being displayed.

What do you see instead?
Couldn't display file "spheres.pgm"

What version of the product are you using? 
2.1.1

On what operating system?
10.6.3

I'm also having a PGM related problem. When I open Xee preferences, I don't see 
an option to open PGM files under the 'formats' tab. Even selecting all formats 
doesn't set Xee as the default PGM viewer.

Xee didn't use to have support for the ASCII versions of the PNM formats, but 
now it does, even if it is horribly slow. But that's what you get for using the 
ASCII PNM formats, they are the worst.

Also, look for "PNM" in the formats tab.
