Add an event for difficulty changes (or other option changes!)

So we can build a history of difficulty over time. At minimum, this is useful for debugging.

• settings.TargetDifficulty change
• settings.TargetWorkPercentage change
• settings.ProblemTypeBitmap change
• gamestate.Target change (automated)
