add retort rate limits #38

@gdpelican This is an adaptation of the like rate limit structure and settings to retort. I tried adding a spec, however the retort specs are a bit out of date, so I moved that to a seperate branch.

The message is the normal rate limit message

Okay I just popped those trust level names in, this looks good to me. Great work as always!
