Changes required in Resource page #33

Change theme according to the home page.

  1. Add navbar
  2. Add Syllabus, Notes, Books, Previous Year Papers under each department using different cards or do something creative(For eg: under CSE, there should be some cards of notes, syllabus, books etc. )
  3. Add footer
