Check version of klayout GUI vs python klayout version #406

If the version of the GUI < python, throw a warning. This should allow to detect potential version mismatches causing problems with the GUI rendering or missing features when opening/sending files.

This would at least partially address https://github.com/KLayout/klayout/issues/1738
