Binary diffusion coefficient routine missing from python gas interface #22

Matthew Benjamin Uren from Xlabs has asked for help computing Lewis numbers of complex gas mixtures for his work on ice giant entry. We currently have a LUA interface for accessing the binary diffusion coefficient routine, but no python equivalent.
