Turnstile is missing COMPONENTs #240

Abha identified this bug in release testing. #60 introduced COMPONENTs into the Turnstile example and #126 added CSV files with them, but they're missing on master.

It looks like these were accidentally removed in https://github.com/ge-high-assurance/RACK/pull/217. You can see there that the CounterApplication.sadl file that was removed has COMPONENTs, but the one that was added is missing them.
