Add FILTER NOT EXISTS #406

Due primarily to scoping not allowed inside MINUS {} and for queries such as the SAME_AS query where we want to make sure the duplicate THING has no other incoming target or duplicate links:

Add "FILTER NOT EXISTS" to optional/minus functionality
