License unclear #22

This repository contains copies of the Kent utils, some of which do not permit commercial usage and are thus non-free. The license headers of some of the used files (like axt.c), however, permit any use, making them free software.

Are only free parts of the Kent utils used here? If so, what is the license of the rest of CNEr?

The license is also causing some issues for packages eventually depending on CNEr, including motifmatchr which depends on CNEr via TFBSTools.

Here are notes from the CRAN maintainers:

Package has a FOSS license but eventually depends on the following package which restricts use: CNEr

and so I looked at the license. It has a wrongly used "| file LICENSE" as that LICENSE suggests that the GPL-2 declaration is invalid as it cannot be FOSS.

This is referring to the license declared on Bioconductor: "GPL-2 | file LICENSE"
