Add JASPAR2022 #31

I added JASPAR2022 definition and support

Hi Damir, don't you want to try ExperimentHub this time? Are you willing to take over this package? as a maintenaner on of this package for Bioconductor?

Hi Ge, sorry for my late reply regarding this. It would be nice to have the AnnotationHub implemented, but I am afraid at this point we are just out of time because it would involve some more changes and we want to submit next week. As far as the maintenance goes, you can list me as a maintainer, so I am able to make and push changes to Bioconductor. However, I cannot guarantee that I can be the only maintainer. But it would be good if you could also add Sarvesh (@snikumbh) from Boris's group, so we have more people who can take care of it in case you cannot do it anymore. Thank you in advance, Damir

OK. I will do the update to Bioconductor for now. Not straightforward to update the maintainer to the Bioconductor.
