Version selection logic needs to revised.

Although not isolated to Windows, was discovered on that platform.

The logic for determining which version to select should be based on:

• If no version specified, then select "latest".
• Search through all available images to find what is the latest.
• Use the named version in all interactions internally, (instead of "latest").
